The State Administration for Market Regulation (hereinafter referred to as the “Administration”) recently approved the “14th Five-Year Plan for the Development of Certification, Accreditation, Inspection and Testing” (hereinafter referred to as the “Plan”). The “Plan” points out that during the “14th Five-Year Plan” period, my country’s economy has entered a stage of high-quality development, and the certification, accreditation, inspection and testing industry needs to provide all-round services for high-quality development, accelerate the optimization and strengthening of the industry, and effectively improve the level of international cooperation.

The "Plan" not only points out the industry development goals and guiding principles, but also puts forward the main development target indicators of the "14th Five-Year Plan" based on the scale of industry development since the "13th Five-Year Plan". From the aspects of service efficiency, industry environment, international cooperation, and basic support, it is clarified the level that the certification, accreditation, inspection and testing industry should reach by the end of the "14th Five-Year Plan".

(1) Practice high-quality services and improve service efficiency

The plan points out that by the end of the "14th Five-Year Plan", the number of valid certification certificates should increase to 3.2 million, the number of recognized certification certificates should increase to 1.5 million, the total number of certified organizations should increase to 1 million, and external inspection and testing The number of reports should be increased to 790 million. Service efficiency not only reflects the scale of the certification, accreditation, inspection and testing industry, but also illustrates the improvement of the management level of certified organizations and the high-quality development of the economy.

From the company's perspective, in order to achieve this goal, our company will actively implement high-quality services while adhering to the principle of fairness and impartiality. (2) Increase the introduction of talents and optimize the industry environment

The plan points out that by the end of the "14th Five-Year Plan", the number of approved certification institutions should increase to 1,500, the number of qualified inspection and testing institutions should increase to 55,000, and the number of accredited conformity assessment institutions should increase to 14,000. The number of certification practitioners should be increased to 200,000, the number of inspection and testing practitioners should be increased to 1.7 million, and the total operating income of the inspection, testing and certification service industry should be increased to 500 billion yuan.

3. Actively communicate and promote international cooperation

The plan points out that during the "Thirteenth Five-Year Plan" period, the number of bilateral international cooperation arrangements is 123, the number of conformity assessment institutions that have joined the IEC mutual system is 71, the number of participating in the formulation of international conformity assessment standards is 39, and the number of international inspection, testing and certification institutions Mutual recognition of accreditation accounts for 11.3%, and the international mutual recognition of conformity assessment and accreditation systems is 87.5%. By the end of the "14th Five-Year Plan", the above indicators should achieve the following growth: the number of bilateral international cooperation arrangements should increase to 130, the number of conformity assessment institutions joining the IEC mutual system should increase to 81, and participating in the formulation of international standards for conformity assessment. The number of items increased to 45, the proportion of international accreditation and mutual recognition of inspection, testing and certification institutions should increase to 12%, and the international mutual recognition of conformity assessment and accreditation systems should increase to 90%.

The plan points out that by the end of the "14th Five-Year Plan", the number of national standards for conformity assessment should be increased to 100, the number of industry standards for conformity assessment should be increased to 300, the number of institutions certified as high-tech enterprises should be increased to 3,200, and the number of domestic inspection and testing institutions should be increased to 3,200. The proportion of the original value of instruments and equipment assets increased to 65%, and the number of national quality inspection centers increased to 900.
