China's Hazard Analysis and Critical Control Point System Certification Reached Technical Mutual Rec

On March 31, 2023, after nearly 3 years of technical exchange between the two teams, China HACCP and the Global Food Safety Initiative (GFSI) once again reached mutual recognition. As early as 2011, the Certification and Accreditation Administration signed a memorandum of understanding with GFSI. This is a comprehensive institutional comparison between the latest benchmark of the third GFSI and the new version of China's HACCP certification requirements. Previously, the GFSI official website also officially released relevant information.


On March 21, 2023, Director Liu Weijun of the Certification and Supervision Department of the State Administration for Market Regulation delivered an online speech at the GFSI China Theme Day event. He pointed out, "Quality certification is an internationally recognized quality management tool and trade facilitation tool. It has now been widely used in the primary, secondary, and tertiary industries, and has become an important lever for Chinese products and services to move towards the mid to high end. As the management department of China's quality certification, we attach great importance to cooperation with GFSI. We believe that through such mutual recognition and cooperation, we can further promote China's food into the GFSI cycle, facilitate China's food enterprises to go out, and reflect the continuous contribution of quality certification to food safety governance in China and even the world."

Background: In order to promote effective control of food safety hazards and standardize the management of certification work in the food industry, since 2002, the Certification and Accreditation Administration has successively established the HACCP certification system for food production enterprises and the HACCP certification system for dairy production enterprises. In July 2021, the China Certification and Accreditation Administration (CNCA) issued a new version of the Implementation Rules for Hazard Analysis and Critical Control Point (HACCP) System Certification (CNCA Announcement No. 12 of 2021), which effectively integrated the above two certification systems and expanded the scope of certification to the entire food chain, including food processing, retail, transportation, storage, and services. As of now, a total of 21200 enterprises in China have obtained HACCP certification, with 21600 valid certification certificates. The certification results have been widely accepted by relevant regulatory departments and local governments.
