       On June 15th, National Low Carbon Day, the China Certification and Accreditation Association officially released the group standard "Carbon Management System Requirements" (T/CCAA 39-2022). This standard is based on the traditional "Monitoring, Reporting, and Verification (MRV)" carbon management, and is based on the concept of lifecycle carbon management and risk thinking. It adopts the high-level structure of ISO management system standards, with "improving carbon performance" as the goal orientation, and follows the management principle of "Planning Implementation Inspection Improvement" (PDCA) continuous improvement. A systematic, comprehensive, and effective carbon management system is established, which puts forward normative requirements for various organizations to carry out carbon management activities and improve carbon management performance. This standard is suitable for the carbon management system requirements of various organizations and can be used by first party, second party, and third-party organizations. This standard guides organizations to adopt a systematic thinking approach, comprehensively analyze the carbon risks and opportunities faced by organizations, and take action to help achieve the national dual carbon goals.  

This standard adopts the concept of designing core elements and clauses of ISO14001 and ISO50001, which is more compatible with other management systems. By establishing a systematic, comprehensive, and effective carbon management system and obtaining third-party certification, organizations can effectively regulate the collection, analysis, accounting, reporting, and disclosure of carbon emission data, enhance the accuracy and completeness of their carbon data management, and promote the acceptance of relevant parties such as government, industry, financial institutions, suppliers, and social organizations. At the same time, the standard encourages organizations to use carbon information disclosure mechanisms to guide the public to participate in the organization's carbon management from the perspective of low-carbon consumption, pay attention to promoting carbon reduction from the consumer side, and enhance the organization's own brand image. By implementing this standard, organizations can shift from a carbon management model under specific mechanisms to a carbon management concept in the product/service lifecycle process, identify carbon management priorities in the lifecycle process of "design, procurement, production, delivery, use, disposal, recycling, and disposal", systematically plan and effectively operate, and drive the upstream and downstream supply chains and industrial chains of the organization to jointly improve carbon management performance.

The Chinese government made a major strategic decision in 2020 to achieve the dual carbon goals of peaking carbon emissions and achieving carbon neutrality. In October 2021, the Central Committee of the Communist Party of China and the State Council issued the National Standardization Development Outline, proposing to "establish and improve carbon peak and carbon neutrality standards" and "vigorously develop group standards". In order to implement the dual carbon action, respond to the call of the Party Central Committee and the State Council, fully leverage the group standard role of the China Certification and Accreditation Association, and scientifically and efficiently promote the standardization of "dual carbon", the China Certification and Accreditation Association has officially released the group standard "Carbon Management System Requirements" (T/CCAA 39-2022). This standard is led by the China Environmental Protection Joint Certification Center and organized by 34 units including industry, academia, research and application to jointly complete it. It is of great value and significance for exploring and promoting qualification assessment activities such as carbon management system certification, and building confidence in carbon management for all relevant parties.

As an industry organization, the China Certification and Accreditation Association will continue to pay attention to the innovation needs of the industry, actively support industry members in using qualification assessment methods to empower the achievement of the "dual carbon" goals, work together with industry institutions to promote the implementation and application of carbon management system standards, and promote the orderly and healthy development of a green and low-carbon economy.
