Notice of the Certification and Accreditation Administration on the Online Operation of the Network Sign in Supervision System for Certification Personnel



All relevant certification bodies:

In order to maintain the order of the certification market with fair competition and strengthen the standardized management of certification institutions and auditors, the CNCA decided to rely on the technological advantages of the Internet and big data to launch the online certification personnel on-site audit network sign in supervision system (hereinafter referred to as the certification audit sign in system). To ensure the smooth launch and operation of the certification review and attendance system, the relevant matters are hereby notified as follows:


1、 Implementation areas


The authentication and review check-in system includes a check-in end (WeChat "Authentication" mini program, used by auditors) and a management end (xcsh.cnca.cn, used by certification agencies). In the fields of quality management system, environmental management system, and occupational health and safety management system (hereinafter referred to as the three systems), relevant certification bodies should use the certification audit sign in system for on-site audit management when implementing certification on-site audit (including a combination of on-site audit and remote audit).


In other certification fields, encourage certification agencies to use certification audit sign in systems for on-site certification audit management. Based on the implementation of the system and continuously summarizing experience, the Certification and Accreditation Administration will make timely adjustments and arrangements.


2、 Implementation time


The certification review and sign in system will start trial operation on September 15, 2021, and will officially operate on December 1, 2021.


3、 Implementation requirements


Each relevant certification body should organize auditors to sign in as required during on-site audits.


(1) Check in is conducted on a per unit basis by the audit team, and any auditor in the audit team can sign in on behalf of the audit team.


(2) One audit requires two attendance checks. Sign in once at the beginning of the first audit meeting and once at the end of the last audit meeting, and the system automatically records the sign in time and location.


(3) At the time of check-in, 1-3 photos of the first and last on-site audit meetings must be uploaded. The photos should be able to identify all members of the audit team (including technical experts, remote auditors, internship auditors) and the audited enterprise.


(4) Exception description. When the check-in end prompts an abnormal check-in, the audit team should submit an exception explanation at the check-in end. Each relevant certification body should promptly check and verify the audit items prompted by the system for abnormal attendance on the management end, and fill in the explanation on the management end within 5 working days after the audit is completed.


4、 Implementation preparation


(1) Organize publicity and training. After receiving this notice, all relevant certification agencies shall promptly download the "User Manual for Certification Personnel Onsite Audit Network Sign in Supervision System" (including the "User Manual for Certification Agencies" and "User Manual for Reviewers") from the Common Download section of the Certification and Accreditation Business Information Unified Reporting Platform, and obtain the usernames and initial passwords for the management and sign in ends. Organize relevant personnel to learn and master the usage requirements of the management end and check-in end.


(2) Manage the account information of reviewers. Each relevant certification agency should designate dedicated personnel to log in to the management end, manage the account information of certification auditors, and organize the auditors themselves to complete the first login and modify the initial password at the check-in end.


(3) Identify the contact person. To ensure the smooth operation of the certification review and check-in system, relevant certification agencies should designate a contact person and fill in the contact person information on the management end before the system trial operation on September 15, 2021.


The China Certification and Accreditation Administration (CNCA) will strengthen the supervision and inspection of the use of the certification audit sign in system by relevant certification bodies. Certification bodies and auditors who do not use the system as required or submit false information will be dealt with seriously in accordance with the law and regulations.
