ISO 45001, the new occupational health and safety management system standard used by the International Organization for Standardization (ISO) to replace OHSAS 18001, was published in 2016 to help organizations worldwide ensure the health and safety of their workers. The positioning of this standard is to replace the globally recognized OHSAS 18001 standard, with the ultimate goal still being to improve existing occupational health and safety performance. A powerful and effective process is provided to improve the work security of the global supply chain. Intended to assist organizations of all sizes and industries, the new international standards are expected to reduce workplace injuries and diseases worldwide. ISO 45001 provides effective and available guidance to government agencies, industries, and other affected stakeholders to improve the safety of workers around the world. Through an easy-to-use framework, it can be applied to factories and production facilities, regardless of their location.
ISO 9001: ISO 45001 is the new OHSMS international standard, although similar to OHSAS 18001, the new ISO 45001 standard adopts the top-level framework of Annex SL in the revised new ISO management system standard. As ISO 45001 aims to integrate with other ISO management system standards, ensuring high compatibility with the new versions of ISO 9001 (Quality Management) and ISO 14001 (Environmental Management), enterprises that have already implemented ISO standards will have an advantage if they decide to carry out ISO 45001 work. With the expansion of enterprise scale and the improvement of production intensification, higher requirements have been put forward for the quality management and business model of enterprises. Enterprises must adopt modern management models to make all production and operation activities, including safety production management, scientific, standardized, and legal.
ISO 9001: ISO 45001 is a new OHSMS international standard, with the main provisions and changes being:
1、 Main aspects and organizational environment ISO 45001 focuses on the organizational environment and requires organizations to consider the expectations of stakeholders for occupational health and safety management. The organization must clarify which stakeholders are related to OHSMS and establish relevant regulations for such stakeholders. The purpose of ISO 45001 is to help organizations fully understand the important factors that can have both positive and negative impacts, as well as how to manage their occupational health and safety responsibilities towards employees. It is concerned with the affairs that have an impact on the organization's expected outcomes, including the goals it sets for OHSMS, such as fulfilling commitments related to OHS policies.
2、 OHS leadership Senior management must now demonstrate their involvement in OHSMS by directly engaging and incorporating OHS performance into strategic planning. Senior management must also actively lead, support, and communicate with employees to make OHSMS effective, while promoting and leading the organization's OHSMS culture. This new standard clearly defines the responsibilities of senior management regarding occupational health and safety management, with the aim of ensuring that ultimate responsibility does not fall on the health and safety or other management personnel within the organization.
3、 Participation and Consultation The standard requires senior management of the organization to encourage employees and their representatives to consult and participate, as these are key factors in OHS management. Consultation means two-way communication - dialogue and exchange, and involves providing employees and representatives with the necessary information in a timely manner before the organization makes decisions. The OHS management system relies on employee participation, which enables employees to make decisions regarding OHS readiness and provide feedback on reform proposals. Organizations must encourage employees at all levels to report hazardous situations in order to take timely preventive and corrective measures. Employees must be able to report and propose areas for improvement without worrying about dismissal, punishment, or similar retaliatory actions.
4、 Risk based approach for OHSMS.
When developing and implementing OHSMS, a risk-based approach is required, which is closely aligned with the emphasis on organizational environment. Organizations must identify the risks and opportunities they need to address to ensure that OHSMS can achieve the expected results. These risks and opportunities include situations related to or determined by the organizational environment. To address such risks and opportunities, organizations must develop action plans, incorporate them into the OHSMS process, and evaluate their effectiveness.
5、 Outsourcing The standard requires organizations to ensure the development and control of outsourcing processes that have an impact on OHSMS. When outsourced products and/or services are under organizational control, the risks of suppliers and contractors must be effectively managed.
